The Agency for the Cooperation of Energy Regulators (ACER) invites all interested parties to provide comments to the consultation paper Draft Framework Guidelines on Interoperability and Data Exchange Rules as of 16 March 2012 until 16 May 2012, 12.00 noon, Central European Time.
In July 2009, the 3rd Package was adopted by the European Union and published in the Official Journal of the European Communities on August 14, 2009. This package includes two directives, on electricity and gas respectively, as well as three regulations on access rules to electricity and gas networks and the creation of ACER. These texts entered into force on 3 March 2011.
 
The 3rd Package defines a new European regulatory framework with Framework Guidelines and Network Codes to address certain issues relating to the integration of EU electricity and gas markets with a view to enable cross-border trade and competition to develop across EU energy markets.

In this context, the European Commission requested that ACER, in accordance with Article 6 (2) of Regulation (EC) No. 715/2009, drafts the Framework Guidelines on Interoperability and Data Exchange Rules by 31 July 2012.
These Framework Guidelines are connected to Article 8 (6)(d) and 8 (6)(e) of Regulation (EC) No. 715/2009.

According to Article 10 of Regulation (EC) No. 713/2009 establishing ACER, "in carrying out its tasks, in particular in the process of developing framework guidelines (...), the Agency shall consult extensively and at an early stage with market participants, transmission system operators, consumers, end-users and, where relevant, competition authorities, without prejudice to their respective competence, in an open and transparent manner, in particular when its tasks concern transmission system operators".
